Worst case is you could do a bonded title. This will require no part of the guy you bought it from. That is what I am in the process of doing now for a bike I own. It will cost you $100 in addition to the TT&L you will pay at the tax office. All you have to do is contact an Auto title company and send them your info, bike info (Vin# make model, etc) copy of the Bill of Sale and $100 (some may charge differently) and they will send you paperwork to fill out. Then a letter will be sent to the previous owner saying you are trying to title the bike in your name and he may contest it if he wants to, but if you have a Bill of Sale, then no worries. Then after that a bonded title will be sent to you. The title will be a bonded title for 3 years. There are no issues w/ a bonded title. It is NOT a salvage title. It is a clean title.

Your other option (seller will have to help you) is he can request that the state send him a duplicate title. Then he can sign it over to you for a second time and then you can go to the tax office to pay your fees to title it in your name.

The seller didn't want to wait in line because the buyer loses the title.

Its yours or your bros fault so yall should be filing for the lost title. The previous owner doesnt absolutely NEED to help you anymore but if he does, that out of kindness from him.
