Use a hacksaw and try and be as smooth with the cut as possible.
Do your best to de-bur it after the cut.

It doesn't appear to be the correct bar end for your bike.
The weight that's in the bar is held captive by a sleeve. If you "pound" it in, it won't stay in place anymore and will fall out.

I know I'm gona have to cut the screw, that's not the problem. Even if I cut the screw it still won't go in far enough. The bar end goes into the handle at least 1/2 an inch. right now the femal, threded, whoya, thingy that the screw goes into is flush with the end of the handle.
