2001 cbr 600 f4i hesitating/sputtering

my 2001 cbr 600 f4i is having problems. it starts fine and warms up fine but after about 5 minutes of riding it will stop at about 10,000 rpms. if you hold it at 10 it feels like its hittting a govern in a car. but if you let the rpms go down, at all,it will only let you rev to whatever you drop the rpms to. so eventually it will only rev toabout 3,000 rpms. but if you shut the bike of while riding and start it back up it runs fine for about another five minutes to where it starts having the same problems. i replaced the fuel pressure regulator and the sparkplugs. any answers for me?

im assuming this bike is fuel injected, are the throttle bodies synched and all that good stuff? you seem to be on the right track supposing that it is indeed a fuel problem.
