All groups do (as far as I know). The TM checks for whatever is used to indicate tech was passed. Might be a unique sticker or a tech inspector's initials before allowing them on track.

Tech needs to sign off by signing the sticker or issuing their own unique sticker. Inspection should be mandatory and not based on some honor system. This is not hard and we're talking about rider safety if they really care

Maybe Ridesmart should be sued for letting him out in Level 2. Completely see how that would be a valid lawsuit.

Right!? Perfect example of how easily ANY org can be accused of gross negligence. Negligence for the guy being and level 2 and an instructor passing him without addressing it makes it gross.
