1996 CBR600F3 Help Needed, Won't Fire

Alright guys, I picked up a decent used CBR600F3 for the forks, swingarm, rear shock, and wheels today. Surprisingly it wasn't in terrible shape so I decided to see if I could get it running. The bike turns over fine and has fuel and spark. I just cannot figure out what's keeping it from firing. My gut is telling me that maybe the cam timing is off. Every now and again it will backfire (it's backfired 1 time all day) but that's about it.

Anyone have any ideas? Is there a way to check the cam timing short of pulling the valve cover off? Is there a way to check that the ign timing is correct and everything is lining up correctly?
