Yes, because the Bluebonnet people say they would rather remodel TWS (Texas World Speedway). But if the deal falls through, they will build BB in Brenham.

Yes. "Its" referring to Bluebonnet being built or TWS (Texas World Speedway) being rebuilt? As it stands right now there's a better chance of TWS (Texas World Speedway) being rebuilt than bluebonnet being built. The last consensus was that it was going to be more expensive to bulldoze TWS (Texas World Speedway) than previously projected by the city. Therefore it has delayed the neighborhood project thus opened up other opportunities. Since the bluebonnet guys were getting from the Brenham folks they are jumping at the opportunity to rebuild TWS (Texas World Speedway) with all the niceties. That's what they are telling trackday orgs so that in the meantime they are still scheduling events to make money. But the owners are anxious to sell

Since he used the work "built" I'm pretty sure he was referring to:

bluebonnet gh 05 01 1957 140

As of Jun 01, 2015

... but that they have chosen a secondary site outside of Washington county to build the new race track. The new track location is under a nondisclosure agreement and will be released at a later date.

The new site allows for a bigger project including a hotel complex, cart track, multiple garage condos, long term rental garages, grandstand seating and a restaurant.

That was for the original location outside of Brenham ... not sure if it would look like that for an alternate location. And TWS (Texas World Speedway) will be gone if they build the new track. They are trying to buy TWS (Texas World Speedway) and upgrade vs building new.

It would almost be cheaper for them to build it brand new. The TWS (Texas World Speedway) stands are condemned

There's nothing wrong with the stands at TWS (Texas World Speedway). The track owners just don't want people on them.

That may be a true statement. I have read where the banking in the corners would no longer withstand high speed racing so it could be true to the berm under the concrete could be unstable.

That would not be the end of the world ... they could remove the concrete stands and replace with metal stands used at most tracks now.

The high banked corners could be repaired.

I would think the high cost of development of a new land tract such as bringing utilities, preparing the ground to build the track, building access from the road ..etc. TWS (Texas World Speedway) already has the foundation it just needs to be brought up to date. I would think the cost of rebuilding would be less expensive .. just depends on what the cost of actually securing the site would be.
