Ruling causes some 'upskirting' cases to be dismissed
A legal ruling by Texas' highest criminal court says someone shooting video up a woman's skirt in a public place is protected by the U.S. Constitution and that interpretation means the Harris County District Attorney's office expects several upskirting cases in the system to be dismissed.
