I used to work in a cube. There are a few things you can do to really tick him off and keep him busy for a while.

If he is one of those people that does answer his phone, every time he gets up to go somewhere, call his phone and hang up by the time he makes it back to the cube.

Get bubble wrap and pop the bubbles whenever he does stupid stuff.

Find that email "Hello Everybody, I am watching over here!" and send it to him.

Staple all his note pads and post it notes shut/together.

Sign his work email address up for a bunch of on the internet so he gets constant spam.

Readjust his chair every time he leaves his desk.

Swap keys on his keyboard.

If he doesn't speak/read spanish change his monitor settings so his screen is unreadable and then set the menu language to spanish.

Randomly steal all of his pens/pencils.

If all else fails you should know that cubicle walls will not stop gunfire.

I did the cube thing from 2000 thru 2006...Never again.

Now it's impact wrenches, reving motors, and pushy service writers orchestrating my symphony on a daily basis; and ill take it any day of the week over phones ringing and jammed fax machines beeping accompanied by the bickering knitting session of the fat in the cubes next door.
