sure they can, but I don't know if they can write you a ticket, they may have to call for backup. You should not stop anywhere on the road if someone claims to be a cop but is in an unmarked car. Drive safely to the nearest public area, gas station or where ever, and stop there. If it is a real cop they may try to give you about not stopping but as long as you were safe about it and were clear of your intentions then you will be ok. If its not a real cop they will probably move on.

but what if what happened was more of a "personal" thing between him and me? I fear this is one of those gray areas where the LEO's always hhave the upper hand.

if some dude pulled up next to me in plain clothes/car and flashed a badge and told me to pull over I would not do it. You do not have to pull over for an unmarked vehicle. You have to pull over for marked vehicles.

I dunno but I do know being a girl .... I would not pull over for anyone but a cop car... If they have to get a marked car to come chase me down then so be it... I will explain I was afraid it might have not been a cop, but someone impersonating. I have heard way to many stories of people impersonating a cop and wearing the uniform and women getting seriously injured... :eh: I make cops follow me to gas stations or someplace where there are lots of witnesses anyways just to be safe ..

yeah i got arrested by a off duty trooper......me and buddy doin wheelies and she couldnt pull us over cause she was not in a cop car but still in uniform (goin home from duty). Well we didnt know she was behind us or even a trooper at that. well she radios in everything were doin and has like three other on duty troopers meet us at a light.....they physically arrest us cause she cant but then they hand us over to her and they gave her one of their cop cars to take us in with....then one of them drove her civilian car back to the station.....pretty f'd up if you ask me. but troopers are always on duty no matter where, when or how cause they all are peace officers. they just might not have the tools to areest you but they will call and have you arrested

I understand how it is, but sounds like you took a chance and ended up loosing the bet. So I would not says its f'd up on what they did, they were doing their duty. If you do something illegal, it is still illegal if no one see's it.
Admit your mistakes and move on.

OK, this is my story.

I was driving on a three lane highway, on the riightmost lane, which it merges, looked at my mirror and there was a big truck on the middle lane, with PLENTY of room for me to merge, so i put my left turn signal and move t the middle lane. Everything is ok at this point.

Next thing I know the guy on the big truck accelerates and starts to tailgate me....since I'm driving a very small car, all I could see was his grill. So, I gave him a rather unpleasant gesture ( I kknow, I was wrong)......so the guy accelerates past me and cuts me off, lucky me I was able to move to the next lane. He then proceeds to chase me down and when i turned into my subdivision I had to slow down to 20 mph (school zone) ..by then the guy is right besides me yelling something (I had the radio on and the window up)...when I looked up he was flashing some card....I couldn't read it since his truck is so much higher than my car. I stopped on the street, so did he, and told me to pull over because he was a cop, and that if he wanted he could take my to jail . I told him no and kept on driving, he was folloing me until about four blocks from my house. end of story
