Full Coverage on Bikes (scooters higher?)

hey guys,

I was talking with a friend of mine during lunch about our insurance rates, he rides a 2013 150cc vespa clone that he purchased outright sometime last year.

he pays 40 month for full coverage, i was wondering why this was so high?

is it perhaps because people steal scooters or they are easily stolen? I know thats a very generalized statement, easy compared to what? Other 2-wheeled vehicles? Honda Civics? Just seems that people who are out making mischief would be more inclined to rip off a 150cc "scooter" than they would someones roadking or gsxr (not talkign about thieves here, just hooligans stealing or vandalizing bikes or joy riding and ditching vehicles)

This is all i can think of, i know many here are getting good rates on full coverage for their bikes with all the bells and whistles and maximum health coverages possible, but 40/mo seems really high for a scooter thats paid off and is low risk/low cc such as this one
