So you've seen this report? How did they prove conclusively that racing was taking place?

Yes, I've seen the report. It's a preliminary report. It doesn't contain all the evidence such as measurements taken, etc.

I don't see how measurements would prove it. To prove they were racing you would have to show intent. Outside of a confession that they were racing from the survivor how else could it be proven that they were racing, and the deceased wasn't just trying to catch or overtake the survivor and caused an accident in the process?

Is the fatality report available to the public? I've never seen one and I'm kind of curious what it looks like.

I don't have an answer to that one. I guess no one has ever been convicted of street racing unless there was a confession
