I'd suggest an XR400R. You can find them in your price range.
OR, maybe better...
Another option is a DRZ250. These can be found for cheap and are better than most people realize. Electric AND kick start, air/oil cooled so fairly bullet proof. They are NOT a high strung modern 250/450 that cost a lot to rebuild and you don't have to re-learn how to ride (two-smoke). I had one and had no problem riding with a group of DRZ400's and CRF450's trail riding. On flat ground, you'll get smoked, but in the trails, the other guys were worn out and I was good to go on the lighter bike (I actually didn't check weights, but it felt and handled like a lighter bike FWIW).
