HELP!! 02 zx6r struggles to pass 80 mph

The bike drives fine on the streets. It's just when I hit the freeway to open it up its like it has a governor on it. in 3rd gear and I have to push the clutch in and rev it up to put it in 4th and 5th gear. It still picks up speed but maybe 5-10mph ish and it takes a long time to get that extra mph. Anyway bikes a 02 zx6r k&n filter, bolt on exhaust and a smaller sprocket. Fuel filter & fuel pump have been changed

Sounds like the ram air float bowl pressurization tubes are blocked/not hooked up/not there.

Was just reading up on that. The bikes a streetfighter and there's some mod I have to do to the carbs so they get more air I believe
