It can be welded but it might cost you.don t know if it'd be cost effective to fix it that way n even after they fix it ,it's possible it can crack under stress or heat or cold again depending on how good a weld it is n if it was welded properly.probably be cheaper to just get a new frame.
N yeah that's not a small crack if u can see it all around that means u may have like 1 in of crack every where u can see it visually Wich means very little metal is holding the weight of you and your engine right now n on 2 wheels safer is better than risking it..U don't wana be doing 90 or 80 mph and your bike caves in on you causing u to say hello to the pavement...
