Both people's fault.

Bike was going too fast I assume given that he blurred out his speedo, and he could have slowed down in the intersection when the idiot ran the light.

Van ran the red light, made a wide turn only to try to park on the side of the road with no turn signal indicating they were parking after they made the right turn.

Probably more the van's fault, but it could have been avoided.

1. You can't even see the van when it's at the crosswalk so you don't know if it stopped or not.
2. What makes you think the van was trying to park and not just continue down the street?
3. Only an idiot would ride at that speed between a car and a curb.

One of the distinct riding styles of the paingale is the lack of engine breaking. The rider had plenty of time to see the corner was obstructed. He also could have made it on the inside if he committed to the pass. Either way the rider was obviously riding too fast for that urban street setting and his riding skills.
