There should be a rubber bump stop on the shock piston, scoot it down with a screw driver and it will expose a 14mm hex head. Hold it with a wrench and spin the top off with a screw driver or a small pry bar, or a long punch.

People on planet minis say to compress the spring and it makes it easier to remove the top piece that spins off. You could probably compress it with a couple pairs of vice grips.

True. I'm not sure how much tension it's under, but maybe try holding it in a bench vice or compress the spring. Maybe some beefy hose stainless hose clamps could help keep it compressed
