2005 zx6r back brake problem.

My back brake is not stopping. Checked fluid it's ok, the pads are ok, when I press the brake it seems to not be touching the rotar that well. Not sure what it could be. Any ideas?? Let me remind you I'm not really great @ bikes. I let the pros take care of that stuff. Thx for your imput.

Its a new to you bike correct? Might benefit you to go through and change ALL the fluids. Flush the brakes, the radiator, change oil. Clean/change the air filter. Change the plugs. It's what I do when buying a used bike. Some TLC

Flush and bleed the rear brakes and see if it improves.
If not the master cylinder will probably need to be rebuilt.
