Beltway 8(Sam Houston toll way) functions no differently than any other freeway other than the fact you pay for it.

Flip plates are already illegal. No need to portray motorcyclists as anything less than law abiding.

Push the safety angle and wear and tear on roadways.

True. I was also thinking about the safety angle, but I hadn't ridden the toll roads in a while and just started back up...I realize after a couple trips through prime time rush hour traffic that it's really not any safer, if not less safe...That would be because it's still congested, but you have a bunch of yuppies peeling off in their BMW's. Weaving in and out of traffic and Driving like they're the only car on the road.

I think that the revenue angle will have a greater impact. Currently it is a known fact that a lot of motorcyclist successfully avoid paying for tolls and an even greater number have no real reason to use toll roads, because they can use the HOV instead. If the toll was reduced significantly, You will likely see an increase in motorcycle traffic and more people who would rather just pay a trivial amount of money instead of breaking the law.
