Any time money exchanges government hands or on behalf of the government there is the potential for the people to be cheated as often does happen. I wonder how fair the HCTRA bidding process for contracts are? I wonder how close to "market value" the salaries are for the upper management?

The land was previously allocated (and likely acquired by imminent domain) to benefit the people. Then through backdoor political hand shakes the land adjacent or between the public roadway is re-appropriated to create the tollway rather than expand and improve the existing public roadway. The process is always initiated under the hint that "once paid for the booths disappear" is always a lie. There is one thing all cities with tollways share--widespread corruption and increasing crime.

Even during rush hour the commute to/from inner Houston to Katy was still somewhat bearable pre-Katy tollway. After the Katy tollway, the reduced capacity and context switching it introduced made the commute unbearable. Leave it to our governments to create an unbearable situation then presume to create a privilege that you can pay for to opt out of the obstacles they create. Compare it with the TSA premium access lines.

My solution to OP:

Do not use the tollway (legally or illegally). If you are a productive person take your money and productivity to an area that does not have them. Take pleasure is seeing Houston in your rear view mirror and comfort in the knowledge that the city will continue to deteriorate. Crime will increase and the public roads will continue to be neglected because a decreasing productive few will direct their money into tollways. In another few decades Houston will resemble a cross between mexico city and detroit.

In the meantime, the people who can or are willing to afford the tollways will bray about how novel the concept is because it allows them to participate in 'honkey' flight to their suburb. But rest assured in the future a tollway no matter how expensive or wide will be able to carry them far enough in a reasonable amount of time.

And, I look forward to that day.

I'm thinking we will both be dead by the what you describe happens. For this lifetime I'll continue to make my money off the oil industry here in Houston while limiting the amount of funds waste on tax's/tolls/any money I'm paying out to any form of government.
