I think it's pretty much nation wide. I grew up in Florida and they pulled the same . When it opened the toll was .25 cents and was supposed to be free once it was paid off.

When I moved to Houston, it was up to 1.50 and they had added numerous booths along the way. It had been paid off since the 80's

I think state/county governments look at examples where others have gotten away with the people who live there over and they follow the example.

As far as excess funds go; I can't find any info anywhere that say's they have used more than 0% of the money to fund anything other than maintenance on toll roads and building more toll roads.

Considering that they owe about $2.4 BN in bonds, I'm guessing that this is a legally required document. I think this is about as "reliable" as you're going to get.
