Wheel Building and truing

in about a week I will begin the process of making a 12" front wheel for my kx60. I will have all the parts required to get the job done, and I think I will be able to lace the hub with no problem.

Anyone have the ability to true a wheel? I have seen torque wrenches for spokes - if all the nipples are torqued the same will this equate to a trued wheel? or even with all the same torqued nipple, will the runout be different?

or does someone have a truing stand that i may borrow for a weekend and a 12-pack?
