So, can't tell much from the video but it appears the timeline is as such:
1. Biker slows in front of range rover causing a collision.
2. Other bikers then stop the range rover by pulling in front of it and slowing to a stop.
3. Bikers get off their bikes and approach the range rover, but during this point in the video there is no visual evidence of any of them making physical contact with the SUV.
4. With bikes and bikers surrounding his car, the driver accelerates through the crowd, running over two riders, critically injuring one of them.
5. The driver flees, with bikers in pursuit, until he comes to a traffic bottleneck that forces him to stop.
6. The riders again get off their bikes, this time attacking his vehicle with their fists and helmets.
7. Though the video has ended, evidence supports the claim that at this point the driver was dragged from his car and beaten.

I guess what the main argument herein is over concerns what happened at 3.-4.
Did the driver just plow through the bikers because they had stopped him and he was afraid or were the bikers already physically attacking the range rover?

If the driver had simply been stopped in the roadway after having rear ended (and fleeing the scene) the brake-checking rider and he decided to drive through them to make an escape then I see justification for criminal charges against him.

If he was indeed being attacked already at this point then that changes things. Too bad the video doesn't show it.

Running over the bikers was use of deadly force and he needs more than just to have had his car stopped to employ it. I hope, for his sake, that he was really being attacked because otherwise what he did was commit at least one felony.

granted this ain't new jork city, but texas law does allow deadly force to be used " as the actor believes immediately necessary to protect himself from imminent serious bodily injury or death" so in my way of thinkin if some asshat pulls up beside me and is screaming at me as the asshat was as shown on the vid, then brake checks me at a distance that I cannot possibly stop my vehicle then a bunch of the asshats stop and begin to surround my vehicle and begin to slash my tires and scream spittle flying at me cause the asshat brake checked my vehicle, hum yep lots of salvage bikes gonna be there, and some direct cranial ventilations too

There are reports that after the bikes stopped the Range Rover the first time and surrounded it, they were threatening the driver and attempted to slash the tires which is why the RR booked it at that point fearing for their lives.

"Investigators say Lien told them he feared for his life when bikers surrounded his vehicle, pounding on it and slashing his tires.
He stepped on the gas and hit three more bikers, injuring one of them -- Edwin Mieses -- critically."

"Police said the biker group, called "Hollywood Stuntz," chased the driver, whose flat tires forced him to stop.
Cornered, Lien was beaten, police said. He was treated at a hospital for slashes to his face and released. Neither his wife nor his child was hurt."
