Is this something new? Yamaha sells the 2007 PW50 and PW80 both of which are 2-stroke.

It appears that some believe that the EPA has outlawed 2-stroke dirt bikes due to emissions concerns. Although the result has been essentially that, the reason 2-strokes are being phased out is that it's easier to make a 4-stroke hit the new off-road emissions standards with a carburetor rather than some more expensive form of fuel injection. These measures arose from amendments to the Clean Air Act in 1990 and, in 2002, resulted in the establishment of Federal emissions standards (http://www.epa.gov/otaq/regs/nonroad/2002/f02039.pdf) for 2006 and newer off-road dirt bikes, snow mobiles, jet skis, etc. These new EPA regulations have consequences for all 2006 and newer dirt bikes used on any public land outside of organized competition. Organized competition is defined as "competition that is formally sanctioned by a recognized racing organization". Competition vehicles are exempted (http://www.epa.gov/OMS/regs/nonroad/...sed%20competit ion%22) from the emissions standards, but they are not allowed on public lands outside organized competition. The EPA is setting emissions standards only; not sound, lighting, etc. Additionally, it is illegal to modify a 2006 and newer bike that is certified to meet Federal emissions in any way that would increase emissions.

Under Federal law, the only 2006 and newer bikes that are legal to ride on public land outside of organized competition are those that are Federally certified to meet these new emissions standards. In the realm of full-sized dirt bikes, this means CRF/X, WR, KLX, DRZ, etc., only. It's not clear to me that any of the KTM's are legal as the XC, EXC and SX are all listed as "offroad competition (http://www.ktmusa.com/KTM-Ready-to-Race.1.20.html)" models.

In other words, if you ride any 2006 or newer CR, CRF/R, YZ, YZF, KX, KXF, RM, RMZ, XC, XC-W, etc., on any public land outside of organized competition, you are in violation of Federal law. All 2005 and older bikes of all types are grandfathered in and are legal for use on public lands under Federal laws; other local laws may apply, such as CA. At this time, there is no enforcement mechanism. However, where there is a potential revenue stream, enforcement will come. This will begin with registration (+ fees) in states that don't already require it and will probably lead to some sort of red/green sticker as in CA.

Just to give you an indication of where this is headed, Honda has delivered even the 49-state 2007 CRF250X (http://www.rickramsey.net/CRF250Xjetting.htm) with a needle that has only one clip position. It's the only 2007 250 cc Honda dirt bike that's legal for off-highway use and you can't legally touch the jetting. Just a peak at the future of our off-road riding pleasure
