Turned out it doesn't need much work at all just mainly cosmetic, fired right up when I unloaded it off the truck last night.

Andre at airline cycle center does work for cheap on vintage bikes. He is also a great macinist and fabricator which is helpful with custom stuff. Kind of in the hood but he does a good job.
