Post Throttle Cable Adjustment Harley

Hey guys, I pulled this out of an 00-05 Softail service manual, for the throttle cable adjustment.

My friends bike, which im unsure of whether its a Dyna or a Softail or carb or FI or what,
but his throttle cable appears to have "slacked up" on him,
and the throttle will not return after it is twisted.
The cable does not appear to be broken however, and the routing may be at fault here.

So I pulled this adjustment procedure out of the service manual
and im wondering if its pretty much the same on the different flavors of "big twin" harleys?

What concerns me is the idle cable, are these on both EFI and Carb bikes?

And also, is this style of throttle cable procedure ONLY for softails or is it similar for the dyna?

Any help is as always greatly appreciated.

If possible bring the bike up and I should be able to adjust it at the bars, no charge. At the same time I can tell you whether it's a Dyna or Softtail and if it's efi or not.

It was dark and i didnt see a choke, but when the procedure starts listing idling cables that makes me think that its CARB specific directions, but then again maybe idle cables are required on EFI as well, just not sure enough
