2002 cr80 help!

Okay so I got a free 2002 cr80 I replaced the top end replaced the carbs and changed all the fluids new air filter. Try to start it and it won't start. Changed spark plug gaped it installed it checked for spark it. It had spark checked compression had 140 checked carb again to see if I left a rag anywhere. Nothing was found. Kick and kick and kick still won't start. Pulled spark plug again dropped about a half a teaspoon of fuel down the cylinder fired right up then died. I assume after it burned up the fuel I put in the cylinder. Checked the reeds had a 1/16 gap flipped the reeds. And try again kick and kick still won't start any ideas? Advise?

Carb bowl is full I have a separate tank I use so I don't have to take the tank off anytime I need to do some work. And it's on a clear line so I know it's got fuel to the carb

Here is my thing is I can kick and kick this bike and the spark plug never gets really wet just moist. I really thought the reeds where bad but when I flipped them and saw no gap I figured it would start. I'm running a 16-1 ratio. I guess it could be old fuel? But that same fuel is in my rm250 and it starts and runs good. I'm lost don't know what else to do

Checked the carb again found that the key that keeps the slide from spinning was broke made a new key. And fired on on third kick.
