Post Piston ring filer: Who or what store has one local?

Would like to get the motor together but this is holding me up. Thought about taking my dremel to it but I don't want to take my chances and goober it up.

I thought about going that route too. Anyhow, just went ahead and measured my ring gap. They are oddly overly loose side. Doesn't make any sense right now since these have not seen a file yet.
