Getting a floated title in your name

So I've bought and sold several bikes, but have never had this issue.. and am wondering how I could get around it if the situation arose:

I find a bike I'd like to buy, problem is- the title has been signed by the previous owner under "buyer," but was not registered. The person with possession of the title/bike now isn't even on the title.

Anyone know if it's possible to get the title back in your name if it's signed by another buyer?

Try Xpert Title on Fondren/Westpark Tollway, ask for Maria. I live down here off Alief.
They've always done alright by me on bike and car title work.
Google them can remember her number, she'll give you the price.
