86 klr600 wont rev past 4k

I scooped up this project and the float valve in the carb was sticking so I took it off cleaned the carb throughly let it soak all night. Well I put it all back together and it wont rev past 4k under a load or not. Tomorrow im going to through some fresh gas in it. Is there anything i'm missing engine has 9,8xx miles on it and runs like a champ now except for the rpm issue. I couldnt tell if it has a jet kit installed or not. And the vacuum slide on the carb seems good. Bike also has a kn air filter and a fmf pipe so I know it will need to be jetted if it hasn't been still trying to find out what the factory jet size is. Thanks in advance for any advice!

Are you certain you have the slide installed correctly?
No vacuum leaks?
What's the float height set at?
Where's the fuel screw set at?

The fuel screw is set 2 turns out it was 1.5 turns out if I need to put it back i will. The float height i gotta figure that out. And i have not found any leaks i will look again tomorrow. I need to get a manual for so i can get the specs on it. Oh and the slide seems right I will pull it back off and check it again im out of practice with carbs been a few years since I messed with one.
