Insurance question

Well I was with progressive for my last bike and wanted to stick with them. Online I got a quote for $450 for the basic package. I go in to a progressive place and they quoted me $900.
WTF?
So I am just going to punches it online.
Why would it be different in person and online?

Not sure but I know online come with theft and in person it doesnt.
