Just wondering... if the tag is on the keychain - not worn by the rider - can EMS assume it does belong to the rider? People do occasionally ride bikes that don't belong to them. I suppose EMS can match up photo ID in the rider's wallet, but even then it's no guarantee, as the rider's face could be bloodied and messed up.
