Okay, just looked at it. IT was absolutely right. Reading that was like chewing on cardboard. I don't feel bad about wasting 20 seconds perusing through it, but good heavens somebody actually took the time to write that .

if you need to circumvent your IT dept's web filter settings you can always "tunnel" with a web-proxy. Some (the best) are technically made for victims of sexual abuse to anonymize their identity when posting on online web-boards but they work all the same.
