Karma works pretty well in your favor. Doing the very minimum can have a major impact on him. Just make sure that anyone he hauls for catches wind of the fact that he committed a hit-'n-run, and he'll be paddling up sh*t river. You don't have to sue, or beat him down or anything.

Companies are paranoid nowdays; if they're worried about getting sued over a trucker doing something stupid, well, there's plenty of people with CDL's looking for work. He'll either lie and basically slit his own throat, or start making you some offers real quick.

A little loctite in the locks and valve stems seems like a good start to me. Or loosen his license plate a little.

I was run off the road by an 18 wheeler and ended up on my side in my truck at that very exit. People in the inside lane think they can just go wide there for some reason.
