2005 Kawasaki Z750S

I currently am riding a 2006 Kawasaki Z750S bike has about 4800 miles on but previous owner left bike sitting outside for awhile with fuel in it so there is some rust in the tank. So currently I've had the bike for a few months now and ridden over 1 k miles. My issue is though when I try to start the bike it does not want to start right away. Bike is fuel injected but does have a fast idle lever (similar to a choke) but same issue with it open and closed. So what happens is when I turn the ignition on it sounds like it wants to turnover but just wont. If I turn off and on the ignition again then let the bike sit for 15 seconds or so it will start up. Battery is good, Plugs were fouled but I just changed them like 20 Minutes ago and same issue

Try running a few tanks of Seafoam though it and see if it improves.
If not you may need to have the fuel system cleaned.
