That doesn't fill the large gap left by the fender.

If all you need is that... just bend an inspection sticker plate and use that as a plate mount (that's what's on my girls bike)... pre drilled and cut to size.

The screws don't stick out since I flipped them, looks SOOO much cleaner than before. Here is a comparison:
