There are inkeeper's laws that protect hotels from being liable for theft that occurs in their parking lots. Sucks to be sure, I always disagreed with that when I worked at hotels. As for the tapes, again, hotels are pretty chickenshit about that, they want to protect themselves first, help you... well, probably not.
