Although what he's doing is ridiculously dangerous, I don't believe that was the bike's top speed. Good luck catching that guy on a regular traffic stop. I'm sure he never pulls over voluntarily.

I read somewhere that they are saying the reflection of the helmet on the windscreen was matched up to his helmet and that is how they know it was him.

Maybe his helmet doesn't come off so it proves it was him!

laws in England and Canada are different-the owner must produce the operator if they weren't the one or prove it was stolen , or somewhat similar rules. The burden is not on the law but on the owner / operator
