HID's and cluster out on 2009 R6s... HELP!

Ok guys last night i was riding in galveston and my low beams started flickering. when i reached the race track on the island i was using just my high beam. I tried turning the bike off and on and the low beams would flicker and then go out. got on the road with my high beams on and all of a sudden EVERYTHING WENT OUT. cluster, high and low beams. I have two ballast for the HID's and it's sharing the same source voltage with the cluster. I have a switch on the ground side. The only reason i'm not able to solve this myself, me being a diesel technician, is i can't find my DMM :0. If there is a common problem with this i need to know so i can try fixing it before i admit defeat and buy another dmm.

Something else i found. the guy i bought this from has a 10 amp fuse where a 20 amp fuse is suppose to go. i would replace it with a 20 BUT did he do that because he installed HID's?
