They're the edges of the tire that aren't worn.
Typically they're a 1/2" or so wide strip on the edge of the tire.
The "chicken" part comes from being too chicken to not have the strips.

Fwiw, don't worry about whether you have them or not. Ride the bike at your pace and over time you'll become more comfortable leaning the bike. No one else is going to pay for your bike or hospital bills if you low side trying to get rid of your chicken strips.

anyways, after thread jackin', Congrats on future bike purchase, a 250 is one of the best places to start (for street at least) Once you have outgrown it, resale value should be close to what you picked it up for. Even after you drop it.

Yes Dropping it will happen.

As the saying goes 'Don't learn the tricks, learn the trade", And a 250 is one of the best learning, and forgiving tools of the motorcyling "trade"

Chickenstrips, you get him by having a lawn that has grown too high, a broken down car or by having tacos at your house.

You avoid him at the INS office, by avoiding home depot and avoid the new born isle at the supermarket.
