Anywhere you like. If you don't want the cops to stop and harassed you then I suggested that you mounted somewhere that is visible from behind. I got mine on the swingarm but got pulled over couple of times for not being visible.

The law just says at the rear of the vehicle near the license plate. Very vague. The swingarm is "near" the license plate and at the rear of the bike.

The inspector won't do it, but you can go home and hairdryer it and CAREFULLY remove it and place it there.

near the plate, if in any other place, some cops may give you a ticket some may not. You don't want to deal with it, leave it close to the plate.

Play it safe, get you a thick piece of plastic just large enough to bolt under the plate, cut around the plate and a section below jsut wide/tall enough to place the inspection sticker on.
Heck you might be able to get away with say a piece of rubber..like innertube...while riding it'll probably flap a bit...but when you stopped, it'd hang beneath the plate for a LEO to view.

It depends on the cop. What state inspection law is and what the law is as far as ticketing are two polar opposites. You only need 20% window tint in the front to pass inspection but you have to have more then 25% or 30% or a cop can issue you a ticket. From what I was told by my region inspection supervisor is that what we can't put them on the swingarms. By what he says is it has to be on the rear of the bike preferrably facing the rear but it has to be mounted on a plate made for the inspection sticker. But then again that changes depending on the region supervisor. But you can have a plate that attaches to like the chain gaurd on the swingarm and put the sticker on there.
