Hmm very good point....i see how he dipped in late but my blame would still be on the other rider.

Since the rider ahead cant see the rider coming behind him. Its the passer to make that judgement call...

Part of the problem with intermediate groups is the huge skill disparity. You're never sure what line the guy in front of you is going to take, and if he's going to stick to it. It can make passing hairy at times.

Yeah, is the passing riders responsability to pass safely, if the rider in front is being erratic, I would just pit for a minute, then go on my merry way or try to pass him in a straight.

This is exactly right.
Sometimes the guy in front will go way wide and dive back on the apex which slams the door on the passing rider.

It's one of the risks you take, much like passing on the outside and the inside guy loses the front and takes you out.
Better to get a good drive and pass down the straight or maybe pass on the brakes if you can get done before the lead guy turns in.
