500$ could possibly get you into something running already. I would offer him 3

What will the bike be used for?

I'd say 400-500 is fair IF you can hear it run. no kick start but you can always jump it if its a 12v off a car thats NOT running. what condition does it look to be in.

I paid $750 for my boys pw50, but it was immaculate, runnin and came with the training wheels

Seems like a fair price. See if you can get it running, if not offer less but if it runs the seller might want more.

How much does the battery cost. And if the bike doesn't run after putting a nee.battery in, will Yamaha take the battery back

I wouldn't buy the battery from Yamaha either. You should be able to find one to fit at oreilly.

I paid 550 for an 05 ttr 90 in perfect running condition just needed a battery and the rear tube has a slow leak. Already replaced the battery starts up everytime. Still haven't fixed the leak because it is slow. Takes about 2 weeks to get low.

Went to a battery shop and bought a battery that fit in the holder made a connector so I could trickle charge it.

However when I bought mine it had not been sitting and fired up on first or second kick. You could also hear the solenoid clicking when you would try to electric start. I would offer more like 300 I have seen man crf 50's in good running condition going for 500-600.
