Throw a leg over it and ride it, that is all.

Actually just go up a few teeth in the rear (~5) and put some super knobbies on it and call it a day.

Keep it cheap and leave it like it is, no tires. The Taller gearing will make it easier for some one to ride it. Not as twitchy.
