Could I have just been paranoid thinking he was after me, when in fact he was just going to a traffic call? Can you get a ticket from a cop in the HOV while you are on the other side of the barrier?
I wouldn't have done anything. He didn't pop on the lights and come after me so whatever he was doing wasn't my problem.
