Isn't it about the same as people who engage in insurance fraud though. A few gain while all others pay. Essentially he is taking from people who do pay the tolls to maintain the road/ reduce congestion etc.

tols don't go up because i ran them they go up because they build new roads...

i am reducing congestion i go right through without stopping to pay

I think a main reason for tolls, other than to generate revenue for the county, is to discourage excessive traffic from using toll roads. By providing pay-for-use roads the county offers a low traffic alternative to the free highways.

i thought they put tolls on there to help pay for that paticular road and for the development of more roads

westpark tollway turns out it only costed 229 milllion to build
