Well yeah - 80% of employees are referred by someone else. However, that's not the same as 'giving' someone a job or requiring them to hire that person. I mean, I've got some pull here at my job and I can refer my brother-in-law ... but if someone else is more qualified than him then he'll get passed over.

If you go to any government office downtown and look around you'll question whether AA is working or not. What I mean is that it seems as if the same race of is working in all of those offices.
