Changing stator on 07 gsxr 600 need help???

So I've had the stator changed and everything back together but I've ran into a problem. When I try and start the bike something is hanging up. I believe its some sort of clearance issue between the starter gear and the flywheel. I think there may be some improper spacing somehow but not sure if anyone has some helpful input or ran into this problem some info would be greatly appreciated.

Did you use the oem allen bolts to bolt down the stator and are they torqued properly?

Did you properly install the wire hold down bracket?

Are the cover locating dowels present and properly installed?

Did you get all of the starter drive gears installed properly?

Used oem allens to bolt down the stator. Wire hold bracket properly installed. The only starter drive gear removed was part #1 on the attachment to the right and I reinstalled it the same way it came out. The two #5 washers in that attachment though I only have one of. Could that be the problem? I don't think I dropped one while unassembling but I could be wrong, it wouldn't be the first time lol.
