Plenty of Ninja 250's you can acquire sub $3k. Ride it for a couple thousand miles then flip it for the same price you paid. They retain value really well.

I hope you enjoy the MSF course. If you go to Awesome Cycles they have some Ninja 250's (older models) that you can try out while you're there.

As for bikes, Ninja 250 is a pretty solid first bike, as is the Ninja 500 or Suzuki GS500. Some people have had good experiences starting on a Suzuki SV650 as well. If you shop around you can find any of those for under 3k. I would recommend getting an experienced motorcyclist to go with you to look at them. They will notice potential problems that you may not.

Also - you didn't say whether you preferred sport bike, cruiser, or dualsport. The ones I listed above are all "standards" - that is, they have a pretty neutral riding position where you sit up on the bike, not lean back (cruiser) or lean forward (sport). Some (Ninjas) are fully faired (they have plastic panels for air flow). The Suzuki bikes come in faired and non-faired versions. Non-faired are often referred to as "naked" bikes. You might consider that route since new motorcyclists tend to drop their bikes at one point or another (often in the garage or making low-speed turns - not dangerous drops). Plastic breaks easily and if you are thinking under 3k you may not want to budget body panel repair for simple new rider mistakes we all have made at one point or another.
