Depends on how they fall. If they maintain a ballistic trajectory and do not tumble, they can cause death.

Trajectory yes, a nonstop path. But not almost slowing almost to a stop and plummeting back to earth. In theory if you shoot it straight up in the air and it came straight back down you could catch it in your hand. It would hurt like a mother but not break the skin.

Right, if can shoot it straight up with no trajectory, then the bullet will start to tumble when it falls and reach terminal velocity that's not really fast enough to do any damage.

This one punched a holeclean through a piece of sheetmetal and then put a nice dent into the top of the garage door. From the damage it did to the sheetmetal I think it definitely would have pierced skin.
