Wet Roads.... It had been misting/drizzling and the road surfaces were damp....but it wasn't enough to wash the off yet. It doesn't say the car was doing 70 when he hit/ran over him, just that he couldn't stop in time.

Ok...sucker. Debris amount/patterns, damage to vehicles, distance traveled of debris/large parts/objects from point of impact etc in addition to witness statements. They have officers trained in these things.
